Karl Ahlgren brings over 40 years of experience in government, politics, and advocacy. A seasoned advisor to members of Congress and a licensed Chaplain in Ukraine, Ahlgren’s commitment to Ukraine is unwavering. Since his first visit in 2023, he has actively worked to highlight the war’s impact, provide humanitarian support, and amplify the voices of Ukrainians on the world stage.
Karl Ahlgren first traveled to Ukraine in October 2023 alongside Ukraine Freedom Project Founder, Steven Moore. During his nine-day visit, he toured various regions of the country to gain firsthand insight into the impacts of the war. Since then, Ahlgren has returned to Ukraine twice: in June 2024, he participated in local prayer gatherings and national breakfasts in Odesa, Izmail, and Kyiv; and most recently, in September 2024, he collaborated with a documentary filmmaking team to shed light on Russia’s targeted attacks against evangelical believers and churches across the country.
Ahlgren is a licensed Chaplain in Ukraine with the Christian Rescue Service of the Military Chaplain Corps.
He serves on the Board of Trustees for Ukrainian Week, held the first week in February in Washington, D.C., and also serves on the policy committee of the American Coalition for Ukraine, an alliance of over 100 U.S.-based organizations.
Ahlgren recently established the Ukraine Action Plan, a 501(c)(3).

His background includes prestigious credentials from Georgetown, Johns Hopkins, and SciencesPo. Kyden brings invaluable expertise to Ukraine Action Plan’s strategic and operational efforts.
Kyden Creekpaum is a partner at Frederic Dorwart Lawyers, PLLC (FDLaw®) in Tulsa,
Oklahoma. He advises clients in a variety of corporate compliance and governance matters,
including sensitive internal investigations, corruption and the FCPA, sanctions, cyber security,
data privacy, and human relations (HR).
Creekpaum is a graduate of Georgetown Law (JD), L’Institute d’Études Politique de Paris (SciencesPo)(LLM), Johns Hopkins (MPH), and the University of Oklahoma (BA, BM). Before joining FDLaw, he practiced law in Washington, D.C. and Paris, France, and is a former adjunct law professor at the University of Paris I – La Sorbonne.
Mary Alice Ahlgren
Mary Alice Ahlgren brings decades of leadership and service to her role with Ukraine Action Plan. An experienced youth development trainer and community leader, she has held roles with organizations such as Camp Fire, the Junior League of Tulsa, Leadership Tulsa, and the Oklahoma Afterschool Network.
Mary Alice Ahlgren holds a B.S. from Southern Methodist University and an M.A. in Speech Pathology from the University of Houston. Her professional career includes serving as Program Director for Camp Fire in Tulsa and as a youth development trainer at both the Council and National levels from 2001 to 2013. She later worked with The Opportunity Project as an Impact Advisor (2018-2019) and Professional Learning Consultant (2020-2021).
With decades of community service, Ahlgren has held numerous leadership roles in organizations such as the Junior League of Tulsa, Leadership Tulsa (Class 30), Asbury Church, the Oklahoma Afterschool Network, the Oklahoma Foundation for Excellence Mentoring Advisory Committee, and the Susan G. Komen Foundation Race for the Cure. She has also served on the boards of Tulsa Town Hall and Trinity Woods Retirement Community and is an active volunteer with Medals4Mettle, Mainsprings, and the Janada Batchelor Foundation for Children. In addition, she is a certified Master Gardener.
In retirement, Ahlgren embraces a life of adventure and service. She has completed half marathons on seven continents, traveled extensively, participated in a book club, and continued volunteering. As active members of Asbury Church, she and her husband, Karl Ahlgren, have participated in mission trips to Guatemala, Lebanon, and Tanzania and helped three Afghan families settle in Tulsa.
Ahlgren is a proud mother of two biological daughters, three stepdaughters, four sons-in-law, and twelve grandchildren. Her passion for service, leadership, and family remains a cornerstone of her life.
Born in Kyiv, Ukraine, Vyacheslav “Stan” Khrapak brings over 12 years of leadership experience in nonprofit and education sectors. He has led initiatives in K-12 education, refugee services, and community development. As inTulsa’s Visa Network Lead, Khrapak helps global talent build careers and settle into new homes.
Vyacheslav “Stan” Khrapak was born in Kyiv, Ukraine, and immigrated to the United States at a young age. He holds a Bachelor’s Degree in Social Studies Education and a Master’s Degree in Education from the University of Oklahoma. With over 12 years of leadership experience in nonprofit and higher education, Khrapak has led impactful initiatives in K-12 education, Jewish leadership, refugee services, and adult learning.
As the Visa Network Lead for inTulsa, Khrapak helps global talent secure meaningful careers and settle into the Tulsa community. His dedication to fostering opportunities and supporting diverse populations reflects his passion for building stronger, more inclusive communities.
Clark Wiens
Clark Wiens co-founded the Circle Cinema Foundation, restoring Tulsa’s historic Circle Theater into a hub for independent films and documentaries. Leveraging his Ukrainian heritage, Wiens has actively supported Ukraine-focused events, including organizing Tulsa’s Ukraine Independence Day celebration and bringing the Oscar-winning film 20 Days in Mariupol and its director to the city.
Clark Wiens co-founded the nonprofit Circle Cinema Foundation in December 2002 with the mission to restore Tulsa’s historic Circle Theater into a must-visit destination for film enthusiasts. Under his leadership, alongside business partner George Kravis, the Circle Theater was revitalized and listed on the National Register of Historic Places in 2003. Since its reopening, it has become Tulsa’s premier venue for independent films, documentaries, and classic throwbacks, offering audiences a unique cinematic experience.
Leveraging his Ukrainian heritage, Wiens has played an active role in supporting cultural events in Tulsa, including organizing Ukraine’s Independence Day celebration on August 24th. Most recently, he facilitated the Tulsa screening of the Oscar-winning film 20 Days in Mariupol, bringing its acclaimed director to the city for an impactful community event.
Wiens’ dedication to preserving history and fostering cultural connections continues to enrich Tulsa’s artistic and international communities.
Yana Sherdis
A faith‑driven community advocate dedicated to empowering families, uplifting Ukrainian culture, and creating spaces of hope and belonging
Yana Sherdis comes from a family deeply rooted in faith. Her father served as a pastor during the Soviet era — a time when practicing Christianity openly was forbidden and often persecuted. Growing up, Yana dreamed of studying the Bible freely, but under the Soviet regime, that seemed impossible. When the Soviet Union collapsed, doors once thought unimaginable began to open. Her father was called to lead the first Christian University in Kyiv, Ukraine, and witnessing that transformation shaped Yana’s understanding of Spirit-empowered leadership — walking in faith even when the path is uncertain and creating opportunities for others to grow in truth and freedom
This foundation continues to guide Yana’s professional and personal life. She currently serves as a Family Services Advocate at Community Action Project Tulsa, where she helps families access resources, navigate systems, and build pathways toward long-term stability and success. She also volunteers with Rising Village Foundation, supporting refugee families as they adjust to life in Tulsa, and remains actively involved with Open Doors Foundation in Kyiv, advancing faith-based initiatives that promote freedom and hope.
In addition to her professional and volunteer roles, Yana is deeply committed to strengthening the Ukrainian community in Tulsa. She has organized cultural and community events that foster connection, provide support for newcomers, and celebrate Ukrainian heritage. These efforts reflect her passion for building bridges between cultures and creating spaces where people feel welcomed and valued.
Yana holds a Master’s degree in Education and has extensive experience in nonprofit and faith-based organizations, including work with Open Doors ministries in Ukraine and as a project manager for the Christian Broadcasting Network in Kyiv. Beyond her professional work, she leads a personal fundraising initiative centered on traditional Ukrainian sourdough baking—a craft she shares through workshops and a Facebook group called BreadUA in USA. This initiative allows her to celebrate cultural heritage while raising awareness and support for causes close to her heart.
Through every role she holds, Yana’s goal is to lead with humility, empower others, and reflect Christ’s love in action.
Dennis Whitaker
A lifelong public servant and dedicated advocate for Ukraine
Dennis Whitaker devoted decades of service to Tulsa city government, advancing initiatives that reduced workforce barriers, strengthened neighborhoods, promoted economic development, and supported Route 66 tourism. His work required building strong partnerships across public and private sectors, securing funding, and ensuring compliance with local, state, and federal policies. Dennis served under seven mayoral administrations and multiple city councils. Upon his retirement from the City of Tulsa, he was honored with a joint City Council–mayoral proclamation and a mayoral Key to the City in recognition of his dedicated public service.
Dennis’s advocacy for Ukraine began in 2014, when he was deeply troubled by the illegal annexation of Crimea. His concern intensified with the full-scale invasion of Ukraine in 2022, an event that profoundly affected him and strengthened his commitment to stand with the Ukrainian people. Since then, he has remained steadfast in prayer and action, advocating for Ukraine’s safety, sovereignty, and freedom.
In August, Dennis attended the Ukraine Independence Day celebration at Circle Cinema in Tulsa, demonstrating his support for the local Ukrainian community. He further advanced his advocacy by participating in the 2025 Fall Ukraine Action Summit in Washington, D.C. Serving alongside Karl Ahlgren as a delegate, Dennis met with Oklahoma’s congressional delegation and U.S. Senate offices on Capitol Hill to advocate for continued support for Ukraine.
Dennis holds a Bachelor of Science in Psychology and a Master of Science in Agency Counseling from Indiana State University, a Master of Public Administration from the University of Oklahoma, and is a graduate of the Executive Program at the University of Maryland. His background in public service, policy, and advocacy continues to inform his commitment to justice, freedom, and international solidarity.
Sam Reshetov, originally from Ukraine, has been actively involved in ministry and humanitarian efforts since the full-scale Russian invasion. As a member of the Corps of Ukrainian Chaplains, he provides spiritual support to wounded soldiers, preaches the Gospel, and assists with material aid.
Sam Reshetov, originally from Ukraine, moved to the United States in 1998, where he began a profound journey of faith. That same year, he accepted Jesus Christ as his Lord and Savior at Victory Church in Tulsa, Oklahoma, and was baptized. In February 2000, Reshetov married his Ukrainian wife, and together they have raised five children with a strong foundation of faith and service.
Since the full-scale Russian invasion of Ukraine, Reshetov has made five trips to his homeland, bringing the word of God, hope, and love to local churches and communities. In 2023, he joined the Corps of Ukrainian Chaplains, focusing on hospital counseling and support. In this role, Reshetov ministers to wounded soldiers, offering spiritual guidance, preaching the Gospel, and delivering material aid to those in need.
Reshetov’s volunteer ministry is deeply rooted in his partnership with the Kyiv-based church “Open Doors.” Alongside a dedicated team of pastors, he regularly visits a children’s home in Veluke Polovetsky, supports refugees, organizes year-round youth and children’s camps, and provides meals for children in the church. Additionally, he leads Bible studies and preaches in local congregations, bringing hope and encouragement to those facing adversity.
Reshetov’s dedication to serving others reflects his deep faith and commitment to making a meaningful impact in the lives of Ukrainians during these challenging times.
